Increasing the use of cogeneration is one of the best options Europe can avail of to reduce CO2 emissions while meeting the EU’s commitments under the Kyoto Protocol. The National Allocation Plans (NAPs) of the ETS are the linchpin for expansion of combined heat and power (CHP) techniques.
Workshop: The Treatment of High-Efficiency Power Generation and CHP in National Allocation Plans

On January 30th, 2004, e5 co-organised an international workshop in Berlin that focused on the progress in developing appropriate allocation methods for cogeneration. The discussion highlighted that specific allocation rules for cogeneration installations are indispensable – to encourage investment in a highly efficient energy conversion technology; and to ensure fair treatment vis-à-vis big power suppliers.
e5 organised the workshop with the European Association for the Promotion of Cogeneration (COGEN Europe, an e5 member) and the German Federal Ministry for the Environment. Preceding the workshop, Dr. Arnold Tolle, CHP consultant and board member of e5, held a press conference presenting his report on the positioning of CHP in National Allocation Plans for emissions trading.
