e5 calls in cooperation with Business Councils for Sustainable Energy from Australia, United Kingdom and the United States, and the London Climate Change Services for an adoption of a framework for the post-2012 climate change regime no later than 2008-2009. This is particularly important for the Clean Development Mechanism, where the lack of post-2012 certainly is likely to constrain some types of project investment. - Positionspapier zum Europäischen Emissionshandel – Zweite Handelsperiode (10. International regime with binding emission reduction commitments. Emissions trading scheme with a mandatory cap. Standardized baselines for energy efficiency and renewable energy projects. Small-scale projects need streamlined rules and procedures. - Effective allocation for more efficient energy use. e5-position on methods for emissions allocation (May 27th, 2003)
Allocation based on historical references – known as „grandfathering“ – is not the most feasible and fair method. Although there are other methods for providing a level playing field via allocation (i.e. auctioning), the EU directive does only leave the choice between grandfathering and benchmarking as methods for allocation. Of these two choices, benchmarking is clearly the method that provides for transparency, early action reward, feasibility, ease of providing support for high efficiency energy production and is thus method of choice for allocation of emission permits. - e5 press release: Buyer or Seller? together with the U.S. Business Council for Sustainable Energy, the International Cogeneration Alliance and the International Association of Public Transport: Establish near-term targets for controlling greenhouse gas emissions with a benchmark for Annex I countries. Set a firm commitment for completion of an agreement on meaningful participation of non-Annex I countries, including a limit on growth of gre-enhouse gas emissions by the largest-emitting countries. Voluntary commitments, while helpful, do not in and of themselves pro-vide business with a proper framework for technological innovation. - Statement of e5 at the request of the Chairman of the Ad Hoc Group on The Berlin Mandate (AGBM – 30 October 1997)
e5 supports the use of trade mechanisms for emissions and credits, but without borrowing and with short budget periods. Set clear near-term targets and time-frames for greenhouse gas emissions levels. Use market-based tools to account for ‚the external costs‘ of energy. Institutional barriers, such as subsidies and tax exemptions for greenhouse gas emitting technologies, should be reduced and gradually eliminated
